Ration stamps did not themselves have a monetary value, but you needed them to get the product.  That is, you needed gas ration stamps to buy gas, sugar ones to get sugar, coffee ones to get coffee, etc.  They were called ration stamps because these items were rationed during world war II, and you could only get so much of them; thus the stamps.  You were issued only so many stamps.  That's all of the product you could get.
