Condition of the coin is critical to its value.

However,  I'll give you a range of retail prices if the Condition varied from Good to Fine.

1928 is a common date and therefore not very rare.

The retail value is between $6 - $12 for Good to Fine condition.
Most dealers would only offer 2/3 rds of that at best for a common date unless the coin was a higher grade above Fine.

For example in XF - extra fine condition, a higher grade the coin retails for $70.

All these conditions further assume no damage to the coin , like a bent rim or a nick on the surface of the coin.
