No, if they are not carrying a weapon, they don't need a hunting license. Best thing to do is contact your local DNR office for a list of rules and regulations in your state.
If someone is hunting with me, but does not have a gun. In other words, they are just tagging along, do they have to have hunting licences?
Technically ... The only person who needs a license, is the person who shoots an animal. So you could have multiple people with firearms, but only 1 person with a license.
