The "Lady Liberty and the U.S. Flag" stamp with "First Class", "USA" and "2006" in the lower left is actually worth 39 cents of postage. ($0.39). The current first class rate (as of Nov 4, 2009) is 44 cents.So to use the Lady Liberty stamp, you would put the stamp on, and then add another 5 cent stamp to mail a first-class letter today.  You would not be able to use just the Lady Liberty stamp by itself to mail a first-class letter, because it's not a "Forever" stamp.

I would love to know the answer to this question, as I just ran across two sheets of lady liberty and the us flag stamps in my desk drawer that I forgot about :)
